Marcus Flowers

Founder and President

Marcus Flowers is a U.S. Army veteran, a lifelong public servant, and the founder of Hold the Line PAC. In 2022, he ran for Congress in Georgia, taking the fight directly to Marjorie Taylor Greene and standing up for truth, decency, and democracy in one of the most closely watched races in the country.

Before entering politics, Marcus spent over 30 years defending the United States — first as an active-duty member of the Army, then as a civilian official and contractor for the U.S. Department of State and Department of Defense. Across deployments and decades of service, Marcus lived by the values that continue to guide him today: loyalty, duty, honor, integrity, and an unshakable commitment to the Constitution.

He founded Hold the Line PAC to ensure the next generation of Democratic leaders has the support they need to take on MAGA extremism, defend democracy, and build a country worthy of future generations. Marcus swore an oath at 18 to protect and defend the Constitution — and he lives by that oath every day.

Owen Berger

Executive Director & Treasurer

Owen Berger is a veteran Democratic campaign strategist with over a decade of experience leading voter mobilization, field strategy, and fundraising efforts for PACs, campaigns, 501(c)(4)s, and state parties in key battleground states. He currently serves as Executive Director and Treasurer of Hold the Line PAC, where he oversees the organization’s strategic direction, compliance, and independent expenditure campaigns.

Chinita Allen

Political Director

Chinita Allen is an award-winning educator, consultant, and grassroots political leader with a passion for empowering new voices in the democratic process. She currently serves as Political Director of Hold the Line PAC and is also the President of Cobb County Democratic Women, Director-at-Large of the Barnard College Alumnae Association, and the immediate past president of the United Nations Association of Atlanta.

Chinita works closely with elected officials, community organizers, and first-time candidates to elevate marginalized voices and expand civic engagement. Outside of politics, she enjoys gardening and spending time with her husband and three children.
